Canadian Address Glitch

Lately we've received many donations online that have Canadian addresses. For some reason those transactions are not creating records in Salesforce. The three most recent ones are all from Quebec. Is is possible that the address codes don't match, preventing the creation of the contact and payment record?

I called Pay Pal Tech support to get more info and this is their answer to my question:

PayPal is sending back the IPN for all transactions. These IPN contain address information for both US and International transactions.

Did some more digging on this. When the billing country is Canada, Salesforce validates the provinces as follows:
CONTAINS("AB:BC:MB:NB:NL:NT:NS:NU:ON:PC:QC:SK:YT", BillingState)

So, it appears that when Pay Pal accepts the code "QB" for Quebec and relays that to SF via Payment Connect, SF sees it as an invalid address and does not add the new contact.

Conclusion: this is neither a Payment Connect or Pay Pal problem!

However, it does impact the system:

Is there a way to add QB to the billing state codes for Canada in Salesforce? Or a way that Payment Connect can validate the code before relaying to SF?

Foreign Address Problem

Well, Ithought I had a lead on this. However, now I see there are donations with a Netherlands shipping address that are not creating new contact or payment records, but also do not create activity histroy either. Funny there is no record of the information coming from Pay Pal, however the information is indeed in our Pay Pal account.

?? stumped.

Please open a support ticket for this one. I think we're going to have to check your configuration settings and run some test transactions to better understand the problem.
